Not sure about James Byard of Gloucester. Have you had a look at the CD ROM of the 1881 UK census to locate other nearby Byards? We in Australia seem to be mostly connected to a cluster of Byards near Reading, Henley, Wokingham. Re the Admiral - if you look at some of my earlier postings to this forum re Byards in UK and Australia, you'll see that a man named Byard Shepherd in Melbourne is a descendent of the Admiral, but none with the surname Byard are! The reason - the Admiral had only daughters. Another person with connexions to the Admiral was the Rev Percy 'Tubby' Byard Clayton, a WWI chaplain who founded the organisation known as TOC H, a recreational and welfare organisation for servicemen.
