Working backwards I assume we have the 1891 census Thomas Clutterbuck born 1842 of Witmister and Elizabeth S of Somerset, with daughter Florence aged 18 and Grandaughter Mabel aged 11.
Thomas was listed as a Seaman Merchant Service which would explain the ship connection.
They were living in Clifton Bristol
on the 1881 census you found thomas on the ARGO ship, and his family Elizabeth and children, Mary Jane, Henry, Rosina and Florence ar ether together with the baby Mabel. Again in Clifton, Bristol.
On the 1871 Census Thomas and Elizabeth are found in Brandon Hill Bristol, living at 77 St George's Road and he is listed as a Mariner with children Mary, Henry and Rosina.
on the 1861 Census he is in Wales, A B Seaman, born 1842 and married on board the Hopewell, Elizabeth and he were married in 1861 registered in Bristol Jun Qtr vol 6a page 120. Ordering this marriage certificate would give you Thomas's father's name with any luck
On the 1861 there is also a Thomas and Ann in Whitminster which is a chance of being Thomas' parents - atleast in the same village.
However the only candidate I can find on the 1851 is Thomas son of Obadiah and Elizabeth living in Bristol, but Whitminster would not have been listed as Bristol.
but on 1851 when you search for all clutterbuck's born in Whitminster we only get two aged 22 and 21, Peter and George, Too old I think to be Thomas' syblings buit possible, ironically they are both stationed on a ship in Chepstow.
Odly enough the other 1881 Census Thomas - also married to an Elizabeth is not easy to pin point for the purposes of elimination, I assume that is no connection.
It appears from teh IGi that Elizabeth Sarah Ellaway was teh daughter of Thomas and Caroline and she was cristened 30.1.1842.
On my database I have Thomas as the son of James and Sarah Clutterbuck, James was born in 1821. James can be found on 1841 census as a lodger in Berkshire (I assume pre marriage, but it is awfully close to marry and produce Thomas by 1842 but possible.
I hope this helps, even if it does not reveal Thomas' parentage!
