I can't find a Phoebe Coberly (or similar spelling) in the book born in the 18th century, but I did find a couple possible James Coberlys. James Coberly, b.1779, was the son of Dr. James Stell Coberly, with whom the book begins. The younger James was married in Hardy County, VA, in 1803. Dr. Coberly has 12 children listed in the book, none of whom are named Phoebe (or any variation therefore). The closest daughter listed is Sarah, m. 1809 in Hardy Co. The only child listed b. in 1776 is son William, James's brother. However, Dr. Arthaud, the book's compiler, remarks that "other adult daughters...might account for the gaps in the birth order of these twelve" children of Dr. James Stell Coberly. In addition, at least one of these children moved to Ohio (Thomas Coberly, eldest of the 12, died in Madison Co., Ohio). With all these connections, there's a possibility that Phoebe is a missing child of Dr. James Stell Coberly and sister of James Coberly.
