I see your message was posted 2 years ago so maybe you've solved the mystery by now.If not, there is a simple explanation.Cordelia (née PIPER) married John PANKHURST in 1867.They had two daughters, Victoria Anne and Flora Nancy.John PANKHURST died in 1873 and later that year Cordelia married Thomas CROSSINGHAM.
The confusion has arisen because in the 1881 census both Victoria and Flora are shown with the surname of their stepfather, ie Crossingham.
