I looked for information re: Phebe MILLER, John Daniels, Sr., John Daniels, Jr., Wealthy Daniels, David PAUL and Mahala Daniels in 2 sourcebooks, The Daniels Family, Volumes 1 and 2, by James.Harrison Daniels, Jr. Although the information you need is not laid forth for your particular John and Phebe (Miller) Daniels, here follows possible scenarios for you to consider. I would research the descendents of the listed MILLERS in VT in order to place Phebe with the correct Daniels descendent who married her in VT. The families do apparently intersect.
p. 54, Volume 2: Samuel and Rebecca (BELCHER) MILLER were married 25 June 1690 by Rev. Peter Thacher in Rehoboth, MA. The Millers moved to Milton, MA, around 1712, where they operated a prosperous tavern. The Millers had 3 sons and 3 daughters, including Hannah, who married John Daniels III (b: 16 Apr 1711) in Milton, MA, 2 Dec 1731. John Daniels III was the oldest of 2 sons of John and Ellener (VERIN) Daniels, Jr.
p. 87, Volume 2: John and Hannah (MILLER) Daniels III had 6 sons: John (b: 2 Sept 1732 d: bef 2 Sept 1765) and Sarah (Billings) Daniels IV and their 2 children remained in MA. Verin and Ruth (Billings) Daniels and their 6 children remained in MA. Nathaniel and Hannah (Wadsworth) Daniels had at least 1 child, Nathaniel Daniels, Jr., who married Hannah Ormon(d) and moved to Orford, NH, with their 7 children. Their other 3 sons apparently had no descendents who moved to Vermont: Samuel died at age one, Ebenezer died at age 5, and Joseph was living in Boston in 1773 (no record of marriage). Seemingly you would not be a descendent of John and Hannah (MILLER) Daniels III, if we look for residence of their descendents in VT prior to 1800. However, Hannah’s brothers’ descendents could have courted her Daniels in-laws in VT.
Perhaps you can pursue finding the names of Hannah (MILLER) Daniels’ 3 brothers in Rehoboth or Milton; one or more may have continued in the Millers’ family tavern business in Milton. One of these 3 Miller brothers perhaps had a grandson named Aaron MILLER of Rehoboth, whose daughter, Phebe, you report, married John Daniels, Sr. in Rutland, VT, 8 Aug 1796.
pp. 94-95, Volume 2: John and Ellener (VERIN) Daniels’ younger son, Nathaniel Daniels, Sr., was born 23 Aug 1719 and married 3 times: Ann GROSVENOR, who died in 1762 in Pomfret, CT; Sybil LEAVENS, who died in 1776/7 in Killingly, CT; and the widow, Sarah HERRICK, who died in 1795 in Rutland, VT. In 1783 Nathaniel and Sarah Daniels, Sr. moved to Rutland, VT. Nathaniel Daniels, Sr. died in Rutland abt 1799. Phebe Miller could not have married Nathaniel Daniels, Sr. in 1790 because Sarah didn’t die until 1795.
p. 91, Volume 2: “1790: Vermont Census shows a Nathaniel Daniels in Rutland, VT, with a family of eight, including himself and his wife (This was not Nathaniel Jr. because the 1790 census shows Nathaniel Daniels, Jr. to be in Saratoga, NY, at that time).”
It is possible that Phebe MILLER married a grandson of Nathaniel Daniels, Sr.
The sons of Nathaniel and Ann (GROSVENOR) Daniels, Sr. include:
pp. 191-192, Volume 2: Nathaniel Daniels, Jr (b: 21 Feb 1742/3 d: 15 Sept 1830), who married Esther LEE (b: 1742 d: 15 Oct 1825) 27 May 1762. Their children either remained in MA or moved on to NY or MI. No mention is made of travels to VT, but the sons could have courted in VT. Walter married Arethusa (surname unknown); Nathaniel Lee married twice: Abigail ISBELL and Sarah [TUTTLE] NOBLE; William married Mary IRISH; John Hancock (b: 28 Jan 1777 d: 9 March 1871) married Rhoda COLTON (b: 20 Sept 1781 d: 20 Feb 1871) 4 May 1802; Theophilus married Lucinda EDDY; Cyrel (no record of marriage, b: 31 Jan 1782 – too young for Phebe Miller); and Nathan married 3 times: Phoebe EIGHMY (b: 1790, m: 22 Aug 1809 Greenfield, NY); Lydia Ann JACOBS; and Polly B. PRATT. John Hancock Daniels would have been 13 years old if he married Phebe Miller in 1790.
pp. 326-327, Volume 2; pp. 25-27, Volume 1: Samuel Daniels (b: 4 Sept 1745 d: Nov 1810 Vershire, VT), who married Sarah (b: 1753 d: 16 Aug 1820, surname possibly COCHRAN). Samuel and Sarah Daniels moved to Vershire, VT, prior to 1807. Children of Samuel and Sarah (COCHRAN?) Daniels: John (b: 28 Dec 1777) The1790 census seemingly doesn’t include John in Samuel’s household; possibly died before 1790 – no mention of marriage – would have been 13 years old at time of marriage to Phebe Miller in 1790; Seth married Hannah MARTIN; James married Mary (Polly) GRANT and moved to Washington, VT; Samuel Jr. married Martha MINER of Norwich, VT, in 1807; Samuel moved to Vershire, VT, with his parents prior to his marriage; Gad married Mary Ann (surname unknown) abt 1818 in VT; Nathaniel married Ann HAYES; Grosvenor married Sarah (Sally) PALMER 1813 in VT. Samuel’s older children lived primarily in NH, but the sons could have courted in VT.
p. 34, Volume 1: John Daniels (b: 11 Dec 1751 Pomfret, CT d: 22 Aug 1832 Birmingham, MI), who married Betsey HORTON (date of marriage unknown). John and Betsey Daniels lived in Rutland, VT, from 1798 until they moved to MI in 1831. Their oldest child, Anna, was born between 1774-1784, acc. to 1800 census. Their sons include: Gad (b: 1782), who married Rachel LOOMIS; Samuel (b: 8 May 1790), who married Roxana BIRCHARD; John Jr. (b: 7 July 1793), who married Julia CLARK; and Hiram (b: 1801), who married Rhoda BINGHAM. John and Betsey’s 4 sons were too young to have married Phebe Miller in 1790. John, the patriarch, could not have married Phebe Miller in 1790 prior to his marriage to Betsey Horton if Anna was born between 1774 and 1784 to John and Betsey.
p. 383, Volume 2: Dan Daniels (b: 5 Dec 1757 d: 25 Jan 1846 MA), who married Zeruiah HERRICK (b: 1 July 1765 d: 23 June 1844) in 1782. Oldest son, Seth, was born in 1783 (too young for Phebe Miller). Could Dan have married Phebe prior to Zeruiah?
Penaniah Daniels (b: 15 Nov 1759), who married Allyn GEER. Any further information? Could Penaniah have married a second time in 1790? Could Allyn be his second wife?

p. 390, Volume 2: Gad Daniels (b: 27 Jan 1764 d: 15 Apr 1812), who married Zipporah HERRICK (b: 5 Jan 1764 d: 5 Feb 1861) 24 Feb 1790, Rutland, VT. Zipporah (HERRICK) Daniels d: 5 Feb 1861, Rutland, VT. Gad moved to Rutland, along with his parents, in 1783. Oldest son, Stephen, was born in 1790 (too young for Phebe Miller). No record noted of any marriage for Gad prior to 1790, but it’s not impossible.
