Actually, according to the 1871 census, Alfred James Devonshire was born in Old Ford, Essex....(pretty much in London) and here is his birth registration in Bethnal Green. March Quarter 1868 Bethnal Green 1c-297. How did you find his birth date because it seems to be incorrect?....although that happens a lot. You can send for his birth certificate on line from the General Register Office. Very safe and easy to do. I'm unable to find Ann Langley in earlier census - too many to chose from. The marriage certificate should give her father's name and make it easier to find her.
