I guess your Jacob is the one who shows up in Hancock Co., IND in 1850.
I notice that there is a George Foglesong in Rush Co. on the 1830 census of an age to be a brother of Jacob who married in that place in 1823.
I was sent a photocopy of page 56 of "Clippings From Early Ohio Newspapers" a good many years ago. I assume this is something that is located in Salt Lake LDS Library since the person who sent it lives there. Anyway, it wasy DISPATCH Detroit. Then 1818, Sept. 3 - Petition: the petition of John Hizer, guardian of Jacob Fogelson, George Fogelsong and Christian Fogelsong, minor heirs of Christian Fogelson, dec'd. Heirs of Christian Fogelsong are as follows: Catherine, now of lawful age and the wife of James Willison, residing in Indiana, and the aboved named George, Jacob and Christian.
Now, I don't know if this is your Jacob, but you might do a search of the 1810 census for a John Hizer and hope to find a Fogelsong man living in the same county.
