I might be looking at a different Pamela that you are seeking but this might help.
My family records show Pamela Ann Fowlkes, daughter of John Fowlkes and Nancy Ward (Wards?) married Sterling Fowlkes May 14, 1825. They were married by Rev. Joel Johnson in Nottaway County, Virginia. Pamela's father, John, was the brother of Sterling's father, Sterling.
Joseph Fowlkes and Mary Jennings were the parents of Sterling and John and therefore the grandparents of Pamela and of the second Sterling.
I show that Joseph and Mary had 10 children, including William who could have been born in the 1750's or 60's. I have no idea whether he was Quality Bill. I have nothing about his wife.
Pamela is buried in Elmwood Cemetary in Memphis. The stone reads "Parmelia". She died June 11, 1870.
