I find in Petersburg VA a R. H. Harvill (don't be turned off by the spelling...census takers spelled what they heard). His wife was Rosa; children Leila age 3; son Benard age 2 and Robert 7/12 (born Dec. 1880).He is listed as a fireman?Maybe a fireman on the railroad? He is 27 years old born VA and wife is age 20.
Then, searching for R. H. with his parents, I find in the 1850 Prince George Co., VA, W. E. Harwell age 48; C. W. age 40 wife... both born VA.Census taker used only initials...Children were:R. H. Male age 15 VA; J. P. age 11 female VA;A. A. age 10 female VA; R. H. age 10 male VA; M. C. age 5 female VA; F. H. age 6/12 male VA.I found no other Robert that works.
I'll try to see what I can find on W. E. Harwell born 1802 or maybe someone else has something on him.
None of this is exact proof.Other census records would have to be looked at.Estate records would be important, too. And fortunately there were marriage records in most VA counties that survived.
Oddly enough I could find no one by any of the spellings in Suffolk.
Hope this doesn't confuse you.The old English letter W was pronounced as a V; thus the confusion with the spelling of this name.
