JOHN SCOTT HOFF (biographical data entry): Was born on 2 Jan 1946 in Iowa-Methodist Hospital in Des Moines (DSM), IA to JOHN RICHARD HOFF (6 Feb 1909 DSM - 4 Nov 1970 DSM) and VALETTA FLORENCE HOFF (24 Jul 1912 Boise, ID - Now living in DSM, IA).He has only one natural brother, ROBERT TENNANT HOFF (4 Jun 1948 DSM, IA - Now residing in Washington, DC).Raised at 692-48th St., DSM, IA, he attended Windsor Day School (1951-2), Hubbell Elementary School (1952-57) and Roosevelt Jr & Sr. High School, graduating in 1963.He attended Drake University from 1963-67 graduating in Bus. Admin. (Finance) (BSBA-1967).He was a member of Phi Delta Theta fraternity and was active in USAF R.O.T.C., earning his commission as a 2/Lt., U.S. Air Force on 5 Jun 1967.He entered Active Duty in the USAF on 20 June and served for 8 years, being released from AD as a Captain in 1975.His initial AD assignment was as the Base Procurement Officer at Dyess AFB, Abilene, TX (1967-68).There he attended Hardin-Simmons Univ. and earned 9 units toward a Masters Degree in Economics.He was next transferred to the USAF A.F. Contract Management Division, as an Air Force Plant Representative to Hughes Aircraft Co., Ground Systems Division, in Fullerton in 1968.While assigned there he completed a Masters Degree in Business Administration at Calif. State College at Fullerton (MBA-1971).He traveled extesively throughout Southeast Asia and was in Vietnam in 1969.He was transferred to the Headquarters, A.F. Contract Management Division in El Segundo, CA, and he begin night law school in 1971 at Southwestern Univ. School of Law in Los Angeles. He was transferred to the USAF Space Division (SD) in 1972, then known as the Space and Missile Systems Organization (SAMSO), in the Comptroller's Office working in the Cost/Schedule Control
System Criteria, until his completion of law school, earning his Juris Doctorate degree (J.D.-1975).In 1972 he married SUSAN MURIEL FELVER of Anaheim, CA, but the marriage was both unhappy and brief, ending in divorce in 1975 with no children.She became a Reg. Nurse after completion of a program at Mount St. Mary's in Los Angeles.In July 1975 he remarried to SHIRLEY JO WARD of Omaha and Los Angeles, a Flight Attendant for United Air Lines.It was her first marriage and his second.John separated from USAF Active Duty (AD) on 6 Aug 1975, reverting to the Active Reserves of the USAF, being assigned to the Aeronautical Systems Division (ASD) at Wright-Patterson AFB, OH, and taking a full-time legal position at the Headquarters, Federal Aviation Administration (FAA), Office of the Chief Counsel, in Washington D.C. He worked there as a Trial Attorney in the Litigation Division from 1975-76.His wife was rebased to Washington National Airport (DCA).He completed his FAA Private Pilot's License in 1976 and left the Government to enter private law practice in November 1976, moving to Chicago, IL, where he took a position with the law firm of Lord, Bissell & Brook working in aviation litigation.He completed his FAA Commercial Pilot's License with Single, Multi-engine and Instrument ratings and became a FAA Certified Flight Instructor (CFI) in 1980. His military reserve activities continued and he was next promoted to Major, USAFR in 1981.He left Lord, Bissell & Brook in 1981 to form his own law firm with Harvey I. Lapin, concentrating in Aviation Law.He completed USAF Squadron Officer School (SOS) and Air Command & Staff College (ACSC) by 1985.He was promoted to Lt. Colonel in 1985 and transferred in his reserve position from Wright-Patterson AFB, in Dayton, OH to the Hqtrs, USAF, Air Staff in the Pentagon, where he was assigned Office of the Comptroller of the Air Force, Director of the Budget, Fiscal Analysis for 2 years, and was then transferred within the Pentagon to Plans & Resources (PRI) Foreign Military Sales, NATO & W. Europe (FMS).In Chicago, he became a licensed Illinois Real Estate Broker, obtaining his Illinois license in 1980.He also was conferred with both aCharter Property & Casualty Underwriter (CPCU) designation a Chartered Cost Analyst (CCA) credential in 1980. He was transferred in 1989 to the Air Force Institute of Technology (AFIT) where he was made an Adjunct Professor teaching Government Contract Law in the School of Systems and Logistics for 3 years.Promoted to full Colonel in 1991, he was transferred to become the Mobilization Assistant to the Commandant of AFIT for 2 years, then transferred to be the Mobilization Assistant to the 2-Star Commandant of the Air War College (AWC), Air Education and Training Command, Maxwell AFB, Montgomery, AL.This was a Brigadier General Officer's position.He received a second Masters Degree of Military Science from the American Mlitary University of Manassas, Virginia in 1996. He received a Legion of Merit decoration and retired as a full Colonel on 1 Apr 1998 after 31 years of service to the USAF, consisting of 8 years of Active Duty (AD) and an additional 23 years in the Active USAFR.He had begin teaching as an Adjunct Professor of Aviation Law at John Marshall Law School in 1993, and has continued since, teaching one semester per year.Replacing the time he spent with the USAF, he began to fly professinally as a part-time (2-3 days/month) co-pilot/Second in Command (SIC)in a Swearingen Metroliner SA-227 turboprop freighter and a Falcon 20 jet for Grand Aire Express in Monroe, MI for 2 years, then in a Learjet model 23 & 24 in Ft.
