There is no Ounsberg not known in Germany. I've got several lists of localities, street names, post codes and directories, an Ounsberg is not to be found. The letter-combination Ou... is untypically in german spelling. May be that it is a very little place which not appears in todays post-address system; or it was located in an area which former belongs to Germany but today not (because of "Ou" in Danmark, Belgium?).
Suspecting the first letter O is a read fault error than I also not found a place with replaced letter: Aunsberg, Gunsberg, Eunsberg and so on.
For the surname Elzenaar I see 3 listings and for Waggoner 8 listings in all-german telephone directory CD-ROM year 2001. Klingenberg are 1603 listings.
