I assume that he was Victor B. Phipps who died in 1981 in North Carolina but who is buried in Grayson County, Virginia. Mamie (Riley) Phipps was born 10 Mar 1893 in Michigan and was buried 12 Mar 1977 in Cox's Chapel Cemetery at Mouth of Wilson, Virginia. Her parents were William Riley and Mary Fenucum. Victor B. Phipps, according to another such transcription, was born 11 Feb 1896 in Alleghany County, North Carolina, a son of P.C. Phipps and Emaline Osborne. He was buried 13 Dec 1981 in Grayson County at Cox's Chapel Cemetery.
New River Notes lists Victor Bryan Phipps in a listing of people buried at Cox's Chapel Cemetery. According to that source, he was born 11 Feb 1896 and died 10 Dec 1981. The marker notes that he was a sergeant in the U.S. Army in WWI. A parenthetical note added by the webmaster, apparently, indicates that the P.C. Phipps who was his father was Preston Columbus Phipps and that the Emaline who was his mother was Hannah Emaline Osborne.
There were several people in that general area named Preston Phipps and several named Columbus Phipps, so I'm not sure who this Preston Columbus Phipps. Of course, he might have gone by Preston and he might have gone by Columbus.
