The CROWN (ie. ENGLAND) issued land grants in VA as the US was still a COLONY prior to the Revolutionary War...but VA being the major population "explosion" in the 1659-1776 timeframe under the crown did not have land to give to the soliders....the only land the money-strapped "new country" of the US could give was land in the WESTERN country for soldiers of the Revolution.Also, this solved another problem for our new country....it put "military" people on the frontier to protect against the Indians we were pushing further and further west.
Each Colony had various states they could provide land...Ohio and KY are only 2 of them.TN was for the NC Revoltuionary solders. I forget where the others were...but there were more states that provided land.
Also, folks sometimes mix up the Continental Soldiers (Federal) with the Militia....both served in the Revolutionary War but the records are in different places.
