Its very likely it could be him.Before about 1800 Robb was spelt Rob.Many who settled in England may have added an e instead of an extra b.Robb is not a common surname in England and Robe may have sounded better - especially as Scots were not that popular post 1745.
e.g. James Robe, the Kilsyth Minister was born James Rob.
Often the surname was recorded by the scribe as how he felt it sounded - e.g in America Many Robbs became Rabbs.
Robe as a surname is quite rare - so I suspect it probably is a Robb...
