I hope this obit helps you. This not my family, but I do work on all Skaggs. I believe that your Joseph A. Skaggs/Scaggs is the Joseph A. Skaggs that is living with William Graham in the 1900 census for Green Co., KY 1900 Census, Green Co., KY 153-189 William Graham...head...Sept 1849..50..md 24 yrs..KY Anna B. Graham...wife...Sept 1851..48.5 child 0 living.KY Mary C. Graham...niece..Oct 1886...13..single..KY Emma Skaggs......cousin.Feb. 1879...21.single..KY Joseph A. Skaggs.cousin.June 1887...12.single..KY In 1910 Green Co.,KY William H. Graham is head of household and Emma Skaggs age 26 born KY is living in household. This would make Emma born 1884. The reason I am showing this is that I am sure this is the same Emma skaggs and this would show her born two different date. Maybe research William Graham and see if that will not help you find Emma and Joseph parents. I will keep looking for clues. Wish I could help more. Let me know what you find out.
