Most interesting, but doesn't appear to link to what information I have. Here is what I have so far discovered.
Jacob (the one I am talking about) b 12-3-1803 in Harrisburg, Pennsylvania. In 1804/5 moved to Fayette County, New York, near Seneca Falls. He died in Varick, Fayette County, 1-5-1893. He had married Mary ?? who died in 1884. I have a photo of the house in Berrytown, New York. This is possibly the house of George, brother to Jacob. Parents are unknown.
Son Charles b 1848, Fayette NY, moved to Oil City, Venango County, Pennsylvania, married Hattie Blood in 1875. This is my line through his son Charles.
Children of Jacob was Charles (1848), Jacob, Susan, Levi, Joseph. There are supposed to be more, Jacob is reported to have had 5 sons, 2 of which died in the Civil War. I have pictures of Civil War soldiers from this family.
Since your line stayed in Pennsylvania through the years, I would agree that the Jacob's that you have are not the same as the Jacob that I have.
The George I have does not appear to be George Tobias Shiley that may have led to other Shiley lines.
Shiley is not a common name so I would expect that there will be a link established. We just have not found it yet.
