You might check the Germanna Colonies list, as there were some SCHEIBELE people (or spelled close to that) who came to the U.S. from Germany with the Second Germanna Colony. There is now a posting on their message board about that name. Also, and possibly more importantly, I am doing some research for a friend whose earliest known ancestor was a GEORGE SHIVELY. His son, JOHN GEORGE SHIVELY, was b. 6/4/1820 so the timeline fits. He immigrated from Wittenberg, Germany and lived in NY City, Ohio, Indiana, and Missouri. It is very possible his father, George, may have lived in Virginia in the interim before John George was born. The descendant I am working with lives in Kansas.
