I found a Clarence Skaggs in 1920 Texas Census on familysearch.org ( free search site) - here is his details:

His father's entry says his parents are from Georgia
while his mother's entry says her father is from Texas but mother is from Missouri.
I found another record that says father name is John Porter Skaggs and mother's maiden name is Ethel Bryant.
I found a John Porter Skaggs on findagrave.com with a death certificate with Clarence Skaggs as informant.It shows John's father was Fred Skaggs and mother unknown.
Then I found a 1900 census with Fred Skaggs and Sarah Skaggs from Grayson County, Texas but it says they were born in Kentucky not Georgia like it says above.
found another record that says Sarah Skaggs' maiden name is Witherspoon.
I found a 1850 census record that shows W F Skaggs (William Frederic) mother as Lucinda Skaggs in Graves County, Kentucky.
