This is my family. I am a daughter of the Cara listed in the 1920 Census. I can answer your questions, for what it is worth, but I don't know about the Red Cloud connection. He was Lakota and we are mostly Cherokee descendents. I have not been able to go further back than Cornelius Ciscero Staten, but I would love to have some help on this, too, if anyone else is reading this post and has ideas.
Cornelius Ciscero Staten and Ulilah Fissel Staten were the parents of Alby Cidney. In 1910 they were in Boone County, Arkansas, Omaha Township, but their names were spelled Staton. Sidney A Staton was in dwelling #20, sheet 2B, census reel 43. Cicero Staton was in dwelling #21. I can see why you would not recognize these listings!
I have not seen the 1900 census for them, but in 1880 they were in Oregon County, Missouri, Jobe Township: C C Staten with Ulila and sons Edward L and Alby S. C C and Ulilah had three daughters after their two sons, and they owned a general store at Enon, Carroll County, Arkansas.
Ulilah was a twin and the 9th or 10th (I don't know if she was born first, or Delilah) of 11 children of John Fissel and Jane Cox Fissel. John was born in Pennsylvania and Jane in Ohio (the 1850 census looks like it says Virginia for her birth state). They must have married in Ohio, and the three eldest children were born there, 1833-1837. Three children were born in Indiana (1839-1841), where they lived in Dearborn County, right on the Ohio border. The rest of the children were born in Missouri (1843-1851).
Ulilah was not Native American. She spoke with a strong German accent. We were always told that they were "Pennsylvania Dutch", but there is no oral history that they were Amish...just that she had a strong accent.
We have not been able to officially trace Cornelius Ciscero Staten into the past beyond 1880. We think his father was Albert Staten, which would be logical to think that Alby Cidney was named for a grandfather. My eldest uncle, Ellis, told us that Cornelius Ciscero had two brothers (John and Burl) and a sister (Melissa). We can find details of people with these names but I have not found Albert with these children on a census, or even any document to use as confirmation that Albert Staten was C C's father. I haven't worked on this for a few years, but I have hope that some clue will appear on the Internet, just as your post did.
Alby Cidney and Ida Belle Anderson Staten had 10 children. We have just had a reunion of cousins representing six of those children. The only cousin I have lost contact with is Edward's son, but we hear from his sisters...so your husband is probably not a descendent of Alby Cidney and Belle.
I do remember Alby Cidney's older brother, Edward, and one of Edward's daughters lived into her 90s. I probably have some details of his children if you think your husband might be descended from Edward.
I realize that you were working on this three years ago, so you may have found all of this, already. Still, I hope it helps you.
