Alton, the Scalf book lists William as being born 1778, then "see Tenn. notes" but in the McMinn county notes there is listedonly 2 Stepps in 1830 census.William, he and wife listed as between 20 and 30, 2 daughters under 5, one between 10 and 15, two others between 15 and 20, and another female between 20 and 30. Also in the household is an elderly couple between 50 and 60.
David Stepp in another house, he and wife between 20 and 30 with a son and daughter under 5.
So possibly your William could be in the younger William's household. But, nowhere that I could find is there a list of William's ( son of James and Mary Mills) children.
Sorry I couldn't be of more help. Rita
