Daily Gazette, Schenectady, N.Y., July 6, 2001, p B13, obit info SARATOGA SPRINGS - Raymond Charles Tapia, 91, of Naples, Fla., who had a summer home in Saratoga Springs, died Wednesday at Saratoga Hospital. Served in the foreign service with the U.S. State Department during World War II and in that capacity helped organize the postwar European relief effort. Later headed an international exporting firm in New York City prior to his retirement. Survivors include his wife, Emelie Seebeck Tapia, whom he married June 14, 1947; a son, Wallace W. Tapia of Colchester, Vt.; a daughter, Melita Tapia of Saratoga Springs; two sisters; and two grandchildren. St. Paul's Evangelical Lutheran Church. William J. Burke & Sons Funeral Home.
