The more specific a query, the easier it is to answer. You give names and a location. Dates would help a lot.
I did a quickie search of the 1930 census for Raymond Tefft. 8 hits.
Do you know if Tefft was his birth name or adopted name. I think one of the 8 hits above is your grandfather and if so Tefft is his birth name. He was 13 years old and was a resident of the Middlesex County Home in Haddam, CT. He and his parents were born in Connecticut.
I could not find him in the 1920 census, so perhaps Tefft was not his birthname.
I did a different search for 1920 and found another possibility. There was a Raymond Dean, age 4, living in the Middlesex County Temporary Home for Children with two possible siblings: Harold, 8; and Warren, 6. All three were born in Connecticut, but no record of their parents birthplace.
I tried unsucessfully to find Harold or Warren in 1930. I also did a search for the Dean surname in 1910 in Haddam and had no hits.
I found a death record for a man named Harold W Dean.

The best answer to your questions will be in the Haddam Town Hall or the Middlesex County Courthouse. After 90+/- years maybe they won't be closed. Look for Raymond's death certificate. Look for records for the Middlesex County Home. Check the probate or comparable court for the adoption or other court action. Check the birth records. If my guess is correct that Harold, Warren and Raymond were brothers, check on all of them. Look for newspaper obituaries at the town/county library.
Not all adoption records are closed. A few years ago I was doing research at a courthouse in Kansas and found an adoption record from this same time frame.
