The problem is solved. Grace Brayley(1790) the wife of James Brayley remarried about 1820. Her new husband was John Tipping(1790) from Matlock, Derbyshire.They lived in the Newport area and had at least three children. The oldest daughter Jane married a James Mills. They also lived in Newport and they had 4 children. In the 1841 census for the Mills family, 15 year old Jane Brayley from Macclesfield is listed as a servant. She is a daughter of James(1812) and Jane Berry. James(1812) must have grown up from the age of say 8 with a family of Tippings and he likely used that name. He reverted to Brayley for legal reasons when he married in 1831 in Manchester.
