I will partially answer my own question. The Oakland city directories show E. P. Vandercook alive through the 1927 edition. In 1928 and following years, Cassie B. Vandercook (wid. of E. P.) is head of household. So E. P. died between the publishing of the 1927 and 1928 editions. The 1930 census apparently is wrong in listing Cassie as Married instead of Widowed.
