It seems likely that Rosina did remarry to Franz Sell in 1906 in Philadelphia. Her marriage record may indicate how and when her previous marriage ended.
The 1910 census lists them together in Philadelphia. It was the second marriage for both. The 1930 census lists her as a widowed "inmate" at the Drexel House & Motherhouse of Deaconesses. I believe it was run by the Catholic Church. She was born in Silesia. Both censuses list her as immigrating in 1881 which is what the 1900 census indicates as well.
The WWI draft cards for Anthony and brother Fred indicate they were born in Philadelphia.
The Historical Society of Pennsylvania has a large selection of Philadelphia area records. If they were Catholic I suggest contacting the Philadelphia Archdiocesian Historical Research Center: http://www.pahrc.net/http://www.pahrc.net/
Church records may be of a great help in your quest.
