I found a couple of articles while I was browsing at Godfrey Library in the old Minnesota newspapers.It is not much, but at least we know who Frank killed.

WILL GET LIFE SENTENCE
Little Falls, Minn, March 6
Frank Randall, aged 17 charged with the killing of August Ziegler at Fort Ripley on Oct. 2, 1888 yesterday pleaded not guilty of murder in the first degree, and on request, owing to his youthful age, was allowed to plead guilty to murder in the second degree.He will get a life sentence.

FRANK RANDALL SENTENCED
Little Falls, Minn. March 8
Late yesterday afternoon, Judge Searle sentenced Frank Randall, the murderer of August Seigler (note difference in spelling) to imprisonment for life at Stillwater.The youthful murderer does not seem to appreciate the severity of his sentence.He is simply glad he won't have to swing.
