Stephen Clayton first appeared on the Russell Co. Virginia tax roll in 1788, indicating he probably had accompanied the Salyer brothers to the Copper Creek area in Russell Co. Stephen Kilgore and Rebecca Salyer were married circa 1788, probably in Russell Co. He apparently resettled in Marion Co., Tennessee in 1808. He came down through what is now Bledsoe Co., Where he stopped a while with a Joe Kilgore, who has not been identified in his relationship to Stephen. He then continued down the Sequatchie Valley, to what is now known as Victoria, in Marion County, which was not a county until 1817. At the time (1808) this territory of Tennessee was Cherokee Indian land, and the white settlers who came there were considered intruders.
When Stephen came to Victoria, he settled on what was known as the Cowan farm and adjacent property. Besides being a farmer, he also practiced his profession as a preacher. Stephen died 1844-45 and was buried in the Kilgore Cemetery in the foothills of Waldens' Ridge in the Sequatchie Valley. Rebecca was still alive at the age of 90, according to the 1860 census, and living with her daughter, Rebecca Kilgore Layne. The exact time of her death is not known, but she was buried beside Stephen in the family cemetery.
