Studied medicine in Chicago Illinois, Milwaukee Wisconsin, and Vienna Austria. Served in World War I and in World War II as a surgeon and Lt Commander on the _____ in the South Pacific (1944-1945). Positions held include President of Los Angeles County Medical Association, Secretary of Los Angeles County Medical Association, and Chief of Staff at Queen of Angeles Hospital of Los Angeles. Medical residency completed at Cook County Hospital of Illinois. He married Helen Catherine (possible aka Katherine) Mueller of Wisconsin and had a son, James Norman O'Neill Jr.
