He married Martha Matilda Cotton on December 14, 1890 in Judson, Anderson County, Texas⁶²⁷, daughter of James T. Cotton and Louisa Williams.

In 1930 Charlie Rosser, 62, rented a farm home in precint 4 in Bell County and lived with his wife of 40 years Mattie, 60, sons Robert 26, Atlas 24, Alex 20, and O.B. 18. Also living in the home was sister in law, Annie Cotton 49, They seen to have possibly had another building possibly on their property where two boarders James Hill and Nulvin Tucker 22 and 28.
