Evan ap William Howell (son of William ap Howell Griffith) was born 1610 in Llanvachreth Parish, Talybont, Merionethshire, Wales, and died Abt. 1690 in Sea. He married Gwen.

Evan ap William Powell having become convinced of "The Truth" as preached by the Friends, became a Quaker and decided to remove to Pennsylvania. He accordingly purchased from Richard Davis by deed executed in Wales 31 July, 1682, to Evan ap William Powell of Llanvareth, gentleman, 156.25 acres, which was subsequently laid out to him in the Great Welsh Tract of Pennsylvania. At the same time his son called David Evan, that is, David, son of Evan, also described as a gentleman of the same Parish, had a deed from the same Richard Davis for the same amount of land to be surveyed to him in the Province of Pennsylvania. The following year, Evan ap William Powell with his wife, Gwen, and his sons David and Phillip and probably a third son made preparations to remove to Pennsylvania (his third son died about this time.) Upon the occasion of his removal, Evan ap William Powell allied (as was customary) to the Friends meeting to which they belonged for a certificate of removal, which was issued to him and is as follows: The Certificate of Removal of Evan ap William Howell (alias Powell) 1683. "To all people whom it may concern: Whereas Evan ap William Powell late inhabitants in the Parish of Llanvachreth in the County of Merioneth in North Wales, together with his wife, Gwen, his two sons David and Phillip, as also his daughter-in-law Gainor with her two small children all upon their removal (the Lord making their way thereunto) from their native County in North Wales aforesaid unto the Province of Pennsylvania in America; and whereas likewise many hafe been known to transport themselves or were transported upon the account of the evil doeing, as theft, murther, Debts, or running away in passionable discontentedness with parents, wives, or the like. Therefore we thought it our duty to Certify of this family as follows. As in our relations to ye sd. Evan ap William yt is known and reputed among all sorts of people of this acquaintance to be honest plain man, fearing God and zealous of good works, not given to carelessness, inclinable to deeds of Charity upon all just occasion to call him Quaker for above 30 years past: and his conversation since has been honest and savory in soe much yt his wife sonn came to the like-minded and of a good example both to her children and others by which means alsoe their children came to be affected with truth, innocency and an innocent conversation to this day. And... Whereas alsoe David Evans is now married we doe certify yt he was careful in his choice of an honest woman yt feared God and walked blamelessly and lived in love & unity with those that are honest, alsoe with one another: And of Phillip Evans we doe Certify that he doth & hath carried himself amongst us as became ye Gospell of Peace and Salvation. And yt his departure from us is both in such & ....& a clear single man from being entaled with by word Covinant or any other obligation with any woman kind: as in relation to marriage, or from being spotted with any defamation otherwise, for all yt we know or heard of; this we thought fitt to recommend unto as ye testimony of your truly loving Friends. Evan ap William Powell died at sea and his wife died soon after. He left a Will made on shipboard which is not on record but is recited in a subsequent deed. His son Phillip who inherited under this will all of his father's land in Pennsylvania died soon after his arrival without issue, so that the said land fell to David Evans his brother and next heir.
