William W. Vance (son of Vance) was born 18 January 1820 in OH/PA, and died 13 December 1900 in Aiken, Richland, WI. He married Margaret Wallace on 08 January 1846 in Randolph, IN, USA, daughter of Isam Wallace and Mary (Polly) Jones.

William W. Vance

18 January, 1820 [2] - 13 December, 1900

William W. Vance is the grandfather of Nancy Jane Vance. It is believed that his given
middle name was Washington but this could not be confirmed.

His birthplace is stated in the Pension Claims documents, as being in Ohio; the Jensens [5]
(per cousin Chancie Vance) believe it was PA and the family was referred to as
Pennsylvania Dutch. There was a suspicion of birth being in Germany, being handed
down from Marie Wein at some past recollection but there is no confirmation of this. [3]

William lived in Ohio as a young man, then moved to Indiana where he met his wife and
married her. [4]

"Be it remembered that on the fifth day of January, 1846, a Marriage License was
issued out of the Clerk's office of Randolph Circuit Court...."[6]

William Vance married Margaret Wallace in Randolph, IN on 8th Jan., 1846 [Chancie
Vance believed the birth month was February but [6] contradicts that opinion].

"And afterwards to wit on the twentieth day of February, eighteen hundred and
forty seven, a certificate of marriage was filed in the office aforesaid these words,
to wit: 'State of Indiana.....to certify that I joined by marriage on the eighth day
January, Mr. William Vance to Margaret Wallace.' ". "Filed Feby. 20th, 1847" /"

It is noted that the JP neglected to enter the marriage year. With the first child born in
1846, it has been supposed that the marriage year would have been 1846.

Per the Jensens research, they had eight children with the third one being William Clark
Vance, the father of Jennie Vance. These children and successive children are:[4]

Richland WI; she is buried in Tavera, Richland Cty, WI.

She married David Alexander Turnmire (b. 29 March, 1842 in IN-d. 31 December,1912 in
WI) in Richland, WI. They had:

-Mary Elizabeth Turnmire- abt 1866 - abt 1882
-Francis Virture Turnmire abt June, 1868 in WI-25 Sept, 1872/73,in WI; buried Tavera,
Richland, WI
-Oscar Turnmire 6 March, 1868 in WI - abt 1870/72 in WI, buried Tavera, Richland,
WI.

He married a Nellie VANCE [1876 in WI-c1963]

-Grace Celia Turnmire - abt 1888 in WI - abt 1962 in IA, buried in Rockford, Floyd, IA.
Some of these children moved to Iowa and Minnesota, later in life.

2. Daniel Webster Vance - 3 March 1848 in Randolph, IN - abt 1876. He was a railroad
lineman and died in a railroad accident at Minier, Tazwell, ILL.
3. William Clark Vance (RIV #74in this program) who married Sarah McKinney
[1851-1933]. [For more information about these two persons, see appropriate portion of
this publication.]
4. Sarah A. Vance - 26 January, 1854 in Randolph Cty., IN - 11 February, 1911 in
Richland Cty., WI; she is buried in Tavera, Richland, WI. She married a William L. Boak
[3 March, 1849- d. 1 December, 1913, b. Tavera, WI] in WI.
5. Isam Henry Vance - b. 18 October., 1856 at Aiken, Richland, WI- died in Ames, Story,
IA. [4][5] Per [5], a 1920 Census lists a wife Rosa [1860- ] and a son Albert Vance [1890
in IA-? ]
6. Ruth Vance - 20 April, 1859 in Aiken, Richland, WI - 8 March, 1910 in WI and buried
in Tavera, WI. She married Albert D Vance [b. c1859 in WI- ] These would be double
first cousins, per [5]. They had four children.
7. John Louis Vance -b. 18 January, 1862 in Aiken, Richland, WI -d. 5 August, 1923 in
Reeves, WI or Vance Creek, Barron, WI, buried 6 August,1923. Reburied in southern
Wisconsin. Married Clair Robinson. Later John Louis Vance married on 19 May, 1897 at
Cloyton, Polk, WI, Effie Lulu [Luella] Gale [18 Jan., 1882 of Waterville Twp., Lesueur,
MN- 27 October, 1961 at Clear Lake, Polk, WI; buried Reeve, Barron, WI]
8. Hiram Edwin/Edward Vance - 25 Sept, 1865 in Richland, WI - 13 Feb., 1947 in WI,
buried Tavera Cemetery, Richland,WI. He married Althea [Allie] Munsom [1870-1958]
buried Tavera Cem..

The last child from this marriage is believed to have a given name of Hiram [vs. a given
name of Edwin], as reported by Loretta Mattson [7] as being seen on various documents
and it also appears on the death certificate of father William W. Vance. [1]

[NOTE: Clifford Vance states that the oldest child of this marriage between William and
Margaret was named Washington, and that he died "from a railroad accident". I can find
no confirmation of this.]

William W. Vance joined the Army to fight in the Civil War and was assigned to the
"... Company 7E, Regiment 51st, at Boscobel, WI on 28 February, 1865 and
was honorably discharged at Madison, WI on 4 May, 1865."
He never saw any action. At that time he is described as being 5'4" tall, of light
complexion, brown hair, and having blue eyes. [1]

From Pension Application documents, it is apparent that William did not have opportunity
for any significant education in that he was unable to sign his name to pertinent
documents.

At a later date, he applied for a disability pension; various extracts of this effort are
recorded below: [1]

[ERYSIPELAS - An acute febrile infectious disease caused by a specific streptococcus
characterized by diffusel spreading deep red inflammation of the skin or mucous
membranes.]

DECLARATION FOR INVALID PENSION
"State of Wisconsin, County of Richland: On this 28th day of October,
1865....before me....personally appeared William Vance....aged forty five years
and is a resident of Aken [P. O. Excelsior] in the state of Wisconsin....who was a
private in Company K in the 51st Regiment, Wisconsin Volunteers....That he was
drafted as above....28th day May, 1865 for the term of one year and was honorably
discharged at Madison, WI on the 20th day of May, 1865....and that while in this
service....he was attacked with the erysipelas which finally settled in the left eye
producing a total loss of sight of that eye. Said disease was brought on by severe
exposure.....that since leaving said service...has resided at Aken, WI and his
occupation has been NOTHING........[s/] w/mark William Vance;
certified by [witnesses] Henderson Faith and David Vance;
before D. S Hamilton [sp?], Clerk
28th day October, 1865

"..while in the service.... and in the line of duty, he received the following
disability, to wit: at the Hospital in Camp Randall, Madison, WI during the month
of April, 1865, he was afflicted with the erysipelas fever in the head and face which
caused the loss of the left eye and that he has been unable to see out of said eye
ever since April, 1865." [1]

"That he was treated in General Hospital...at Camp Randall from February/'65 -
May, 1865" [1]

"That since leaving the said service, this applicant has resided in the town of
Akran, Richland County in the state of Wisconsin and his occupation has been
farming; that prior to his entry into the service......he was a man of good sound
physical health, being when enrolled, a farmer....." [1]

This application was signed by William Vance, by his mark.

"On this 20th day of May, 1870 personally appeared before me the Clerk of the
Circuit Court of the County of Richland and State aforesaid William Vance, late of
Akran in said county but now of Excelsior in the same County who being by the
first duly sworn says that he is the identical soldier who was a private in Company
K of the 51st Regiment of Wis. Vol. and that he has not been in the military or
naval service of the United States since his discharge there from May the 4th, 1865." [1]

"On this seventh day of June 1870 personally appeared before me a Justice of the
Peace in and for the County and State [of Wisconsin]...John H. Tilley of the town
of Orion, Richland County,.. who ....says he is 43 years of age and has been in the
medical profession...for 20 years. That he is well acquainted with William Vance
late a private in Company K of 51st Regt. Wis. Vol. for the last nine years and for
about four years previous to his entering into the service of the United States as a
Soldier....He had always been in good sound bodily health and of apparent good
constitution and free from the disease allege at the time of his entering said service.
That the alleged disease which caused the disability [the loss of an eye] has not
been nor is not now aggravated or prolonged by intemperate of other bad habits or
practices....and further that I am disinterested in the claim."

"Patrick Hynes personally appeared before me....being first sworn says that he was
one of the permanent duty at Camp Randall, Madison, WI in the year 1865, that
while on duty there, he was frequently in the Volunteers and knows of him being
sick of said disease erysipelas and frequently saw him lying sick of said disease
while there."

"Personally appeared before me .... Thomas Cosgrove...sworn says that....while on
duty there.....he knows William Vance ....was sick in ...Hospital of erysipelas and
of his losing one of his eyes through said disease while there."

"Personally appeared before me....Alfred Dunford who....says that he is the agent
of Wm. Vance, the applicant for pension claim No. 9470 and as such agent he has
made every exertion within his power to obtain the address of Dr. Greenleaf
mentioned in the affidavit of William Vance...and failing to discover his
whereabouts by other information, applied to adjutant General of the US of said
Dr. Greenleaf's address....this deponent prepared and sent on a letter ...to Dr.
Greenleaf [at] Hudson City, New Jersey....of 29th Nov 1869 Sec 3 ..explaining the
subject, which letter after remaining in the Post Office [there] was returned to this
deponent as uncalled for."

21st day of April, 1871 [1]

"Whereas I, William Vance of the town of Akan-County of Richland-State of
Wisconsin- late a private in Company K of the 51st Regt of Wisconsin Volunteers
war of 1862, having made application for pension under the laws of the US. Now
this agreement ....that for service done ....I hereby agree to allow attorney Alfred
Dunford of Richland Centre, County of Richland, WI, the fee of Twenty Five
dollars or such as the commissioner...may direct. .... Dollars which shall include all
amounts to be paid for any service....of said claim and said fee shall not be ....
payable to my said attorney....except in case of the granting of my pension...and
then the same shall be paid to him........July 8th, 1870
"Be it known that this 11th day of September, 1871 personally appeared
the above named William Vance...voluntarily signed...the same to be his free act
and deed.

There is another Certification statement, by Caleb Holler, that William Vance
"was attacked with Erysipelas Fever.....[and] talked with said William Vance
about his being...quite blind in both eyes from the effect of said disease.... [and he]
appears to be quite blind now in his left eye....." 12th day of September, 1871 [1]

On this same day in September, 1871, one George Berry appeared to certify that William
Vance was in good health before entering the military service, that he visited William
while in the Hospital after he became sick from Erysipelas fever
"and was unable to see anything at that time and that after the said William Vance
came home, he [George] saw him....and that said William...had lost the sight of his
left eye..........."

"William Vance....that he is identical... [with he] who enrolled...In Co. K....[and]
that shortly after he was enrolled....he became afflicted with erysipelas...which
...caused the loss of...his left eye. That ...he ....made application through one A.
Dunford of Richland Center- for an invalid pension....That he was not aware but
that he had furnished all the proof necessary for the procuring of a pension....until

he received notice....that his claim had been rejected for the reason that five years
had elapsed and the required proof not filed in the Pension office....The Affiant
believes he has a valid claim for a pension and respectfully asks the Commissioner
of Pensions to file his application anew."

June, 1874. [1]

The last document found in the Pension Files, summarizing data for William Vance and
finalizing actions.

"William Vance of Co. K, 51 Reg't, Wisconsin Inf., age 44, appears on Muster-out
roll May 4, 1865. Clothing account last settled Feb. 28, 1865 drawn since $28.60.
"William Vance was draft ready April 29, 1865, was born in Ohio, occupation was
a farmer, enlisted Feb 28, 1865 for one year; had blue eyes, brown hair, light
complexion, was 5'4" in height.

The U S Pension Agency in Milwaukee advised on Certificate 170.329 that Pensioner
Wm.Vance, Private of K, 51 Wisc.,
"was last paid $24 to Oct., 1900, has been dropped because of death [no date
given]"
s/by E D Coe, pension agent. [1]

And the document has an official stamp by the Finance Division, Bureau of Pensions,
dated June 28, 1901.

His death date of 13 December, 1900 is confirmed by a death certificate, stating that he
died at the age of 80 years, 9 months, 25 days . At that time he was widowed. Cause of
death is shown to be diseased kidneys and senile "rebulitas" [doctors writing not
readable]. [2]

Obituary from the Richland Center, WI "Republican Observer":

"William Vance, an old and respected citizen of Five Points, died at his home
Friday of last week. Mr. Vance served throughout the war in a Wisconsin
regiment. Funeral services were held Saturday."

He is buried in Tavera, Richland Cty., WI, arranged by John McKinney. [2] "There are
