Victor was born on May 3, 1938, in New York City. His father, Hyman Silbernagel, was born on December 25, 1908, in Ostrow Mazowiecka, Poland. Hyman died on June 3, 1965, in New York City. Hyman's father and mother, Abraham and Sarah, lived in the same area of Poland, and apparently died during WWII.

Abraham had a nephew named Chiel-Mayer Zylbernagel, Hyman's first cousin. Chiel-Mayer was born in 1891, in Ostrow Mazowiecka, Poland. Chiel-Mayer and his wife Zlata died in 1943 in Slonim, Poland. A daughter of Zlata's brother, Zlata Terner, of Kfar Saba, Israel, submitted this evidence to Yad Vashem in 1956.
