"born in Russia" - I'm so frustrated with genealogy! How general of a location!

I'm sure there are some here who can identify with me.
I've been researching many lines of my family and one in particular is just one brick wall after another.
The 1920 and 1930 Census's say my relative was born in Russia.
His WWI Draft Card says born in Russia.
His marriage and death certificates say born in Russia.
Naturalization form, born in Russia.
The naturalization form gives me a month and date of arrival, but not the day and I can't find him on the microfilm... I was hoping this would give me a hometown. NO luck.
I just can't believe these govt. people in the 1880s to 1930s.I mean, wouldn't saying I was born in Russia, be like saying I was born in North America????
Are there any other ideas on where I can possibly find a birth place?Right now all I know is RUSSIA.Not even a region like Lithuania, Poland, Belarus, etc.
Also, none of my relatives are listed on ellisisland.org even though they all immigrated during the time frame of the database!I've tried different spellings and variations of names and no luck.
I've looked at Hamburg passenger lists, etc.
Any body know what to do next?
