You will have to be a bit of a detective.
Did you go pull up her Ellis Island record?

If you had no luck so do this:
Pull up all the Herrits and ALL the Shapiros.
Then go through each one and look at the ages and dates.
You will see which ones are improbable and throw out the others.
When you get a group of "probables", so then go to the Scanned Ship record, called a "manifest" and look at the addresses.
On each ship manifest, you have a name and address of from whence one is coming and a name and address of where the traveler is going!Plus lots of other good stuff.
Now, if you still cannot find a match, there is another way of getting her naturalization number.There is a number next to the name of the person coming in and this is a code which tells you various informative things.
Or Work backwards.Get her nat. number (I could not tell you from where) and then find out from the immigration record in Washington what her arrival date was.Maybe it has the ship also.Then go back to Ellis Island and pull up the matching ship and look for anyone who is a girl coming in at her age from Russia.It may have a matching serial number of some sort for intellegence purposes.
