Merchant Marine Records During Peacetime

Hello,
I just found out that my husband's grandfather was a Merchant Marine during the 20's or 30's. Since that was during peacetime, how do I obtain his records? I don't know anything about his service except his name and that he broke his back at that time. (And a wild guess at where he may have enlisted...)
