I am sure that your experience has been both frustrating and unsettling, but I am just as sure that the government's action is proper and legal.
It all goes back to the Freedom of Information Act, which prohibits the unrestricted release or distribution of personal information, whether it relates to a living or to a dead person.
There is a lot of information out there which is simply not everyone's business. Some of it could be conceivably be put to misuse if in the wrong person's hands.
There is a way to cope with the system and to obtain the information you desire.
which will provide the necessary steps you must pursue to get the documentation you want. (If I am wrong, at least this will put you onto related leads).
You will probably sign off as next-of-kin.
