Charles Kaulback of Truro

I'm looking for a Charles Kaulback from Truro Nova Scotia.I discovered that he was born in 1876 but that's all I know.Maybe someone knows some info on Charles or maybe someone can even tell me how to get his birth certificate with as little info as I have.Any help would be appreciated.Thanks in advance.
