the Minnesota was built in 1875 but refurbished in 1881 as the City of Winnipeg.
On pg 126 of The Streams and Rivers of Manitoba (which you can access by googling for
minnesota steamer winnipeg
it mentions that the Minnesota plied the Red River. Therefore, I expect your relatives could have boarded anywhere along the Red River south of Winnipeg.
