Switzerland was at that time no longer part of the German Empire, but your ancestor would be from the German speaking part of Switzerland, so some people may regard him as "German". Anyway, you should post in the Swiss board.
By the way, there is no connection to the Ottoman Empire (= Turkey). Perhaps you mean the Ottonian Empire, but that was some hundred years earlier.
