As far as I can conclude from the name, Abraham Kotzin is a Jewish name. And Dvinsk now is called Daugavpils.
At the end of the 19th and the beginning of the 20th century, almost a half of the population of Dvinsk were Jewish. Then there were wars, Hitler, Stalin, migration and emigration, assimilation , so there is now only 2% of Jews living in Dvinsk (Daugavpils). I was born in this town (I live in Poland now) but still have contacts with people there. One of my classmates in Daugavpils had the surname Kutsin. Sounds similar... but still I should not create some false hope in you. The chances of finding someone of your relatives in Daugavpils are qute low.
