I have also been searching my Latvian family roots and it has been an expensive, time consuming event. I have been lucky and found various connections. You can write to the Latvian national History Archives. Address is 16 Slokas Street, Riga LV 1007.
Other ideas are to place your surname on as many web sites and someone out there might recognise the name. Also go to the Latvians on line site and place a query there. Someone will be able to assist you.
