Birthplace- RSA -PR-WR means???

Hi..Have grandparents that, I think, were from Riga Latvia. On the soundex under their birthplace, it shows RSA PR WR. I am sure RSA stands for Russia but have no idea what the rest is. Would appreciate help on this. Thank you, Suzanne
