Last name is latvian. That is for sure. Didn't see his birth date. My explanation could be that he was born in Finland before WWI when it was part of Russian Empire. O, his parents left atvia after revolution in 1905, or 1918, lived in Finland for a while and then went back to Latvia.
Sorry, if I could have some dates...
You can search more information in the state archives of Latvia http://www.lvarhivs.gov.lvhttp://www.lvarhivs.gov.lv but I don't know how easy is to get any information from there.
One more suggestion - you can try contact some people in the War museum of Latvia. If you explain situation maybe they know what to do.
