SANDLER is not a Latvian surname.
A search of the Latvian Web turned up 6 instances of "Sandler" being used. An examination of those pages revealed that 5 uses of "Sandler" referred to American or English SANDLERs. There was one reference to "Sandler" in Latvia. Evidently, in the city of Liepaja, there is a store at O. Kalpaka iela 60 named "Sandler." I don't have a map of Liepaja and my map of Latvia didn't show O. Kalpaka iela in the insert map of Liepaja. Liepaja is a sea port in the province of Kurzeme.
You could search the Mormon genealogical site FamilySearch for the surname and also for Riga. You could see what the holdings of the Family History Library are for Riga. Then you could order microfilm and view it at your local Family History Center.
Another possibility is to write to the State History Archives in Riga, Latvia for information.
