That's a fairly modern record and access to it would be resticted by the privacy laws in effect in Poland. I mention this only because I don't know the rules in effect in Ukraine which is where the records would be. A lot of the ex-communist countries passed privacy lawsgoverning personal records and a record has to be more than a certain age before it can be released to anyone other than a certifiable descendent. If Victor was a refugee in Germany after WWII he would have had a file compiled by the International Red Cross before he would have been allowed to immigrate which would be archived at Bad Arolsen, Germany. Bad Arolsen has it's own rules which are fairly stringent.
