Frank TARANDA's Draft Registration Form does say Minsk, Russia but I think he did not mean the city of Minsk presently Belarus but Minsk gubernia.

1930 census say "Frank" arrived in 1911.

If this is your Frank than he married Mary in America so the church marriage record should have a place of birth and parents names.
