Oscar/Oskar Vilhelm/Wilhelm seems to be this man but you need to do some more research to find the maiden name of Amanda E. and the name of Mr. Skog.

If you had posted where attachments can be added to messages, I could post the image of the World War I Draft Registration for Oscar. He had the same birthdate, lived in Chicago, was a sailor, and listed that his parents were in Stockholm, Sweden. He was not naturalized at the time he filled out this form on 12 September 1918.
