Hello again (helped you on the Morgan search in May).
The Social Security Death Index:
David Charles Brown, born 13 Dec 1965, died 5 Jan 2008, "last residence:" Napa, Napa County, CA.The "last residence" on the SSDI is NOT necessarily where the person actually lived. The Social Security Administration simply refers to it as being the "Home of Record," which could mean any record the SSA had on the individual. It is NOT necessarily tied to a benefit to him or dependent, or the death benefit. So, he may or may not have lived there at the time of death, or not at all.His SSN, 432-31-6326, was issued in Arkansas in 1975.
--Is this the correct person?
I don't know what you did to search for an obit, but, they are not all online.I've heard people who ask libraries and get a no answer, when in fact the obit was where and when it should be.An obit, as you probably know, is not automatic, someone has to pay for one.If the person didn't live in an area, or in an area long, there might not be one.Or, for many other reasons.
The Napa County Recorder:
http://services.countyofnapa.org/OfficialRecordsPublic/Default.aspxhttp://services.countyofnapa.org/OfficialRecordsPublic/Default.aspx
shows seven documents having the name "Brown David C" which may or may not be the correct person. The last two concern property, recorded 2/22/2008, one is a reconveyance, the other substitution of trustee. These documents may identify a co-owner of the deed.Other documents do identify names of other persons, but they may not be associated with the correct person.

Opal Meyers does public records lookups. She could check the above recorded documents. She could also check for the records of the County Registrar. The County Registrar reviews death certificates and approves them and burial permits. If the person is to be moved out of county, then they approve the transfer permit.
