The only P.P. Mann I found to fit the above data for Walter's father was a Phillip P. Mann, aged 32, b. Canada father was born England and mother in Minnesota. This man was in the State Penitentiary at Joliet, Will County, Illinois. However, the 1930 census of Pittsburgh, Allegheny County, Pennsylvania, gives the birthplace of Walter's father as Pennsylvania rather than Canada, so this Phillip P. may not be the right person.
