Probate rules/statutes are pretty uniform in the State of IL. The Circuit Court Clerk's office can point you in the right direction; in early days, they entered such matters in the Insanity Docket books; These are quite old now, and in some counties have been transferred either to the local genealogical Society or stored with other records of the era. If you are searching for the actual Records for a person who was committed to an Asylum for the Insane (that's what they were called)...those records are now the property of the State of IL and are stored in their archives in Springfield IL. A Court Order is required for the Archives to release copies of the records, and it must come from a Judge who presides in the County where the Archives are.
Again, contact the Circuit Court Clerk's office in Will Co..he/she can direct you. Just give them a call prior to going there and perhaps save some steps? You can google on Will Co./Joliet Court Clerk and obtain the number/address.
